Are the legendary BEAST reincarnations of Jolten, Flareon. and Vaporen

And your proof or supporting evidence of this is...? The Sages obviously don't think that, and the Kimono Girls never mention the beasts in any of the games.

You don't see many trainers running around with full sets of Eeveelutions.

On the flipside, there's a possibility that the Eeveelutions have come to be associated with Ecruteak do to their similarities to the beasts.
 
Hey, um, I have a theory.
Maybe they didn't call them "unnamed" because they were a unidentifiable species. But perhaps they called them unnamed because they didn't know what Pokemon died.
Think about it. There could have been many Pokemon that resided in the tower and to know which Pokemon were killed would be very difficult especially since the Poekmon that died could have been burned so badly they could have been unrecognisable.
Actually, maybe they called them unnamed because they couldn't recognise what Pokemon they were.

In any case, I doubt that they were Jolteon, Flareon and Vaporeon. Why? Because it seems that sages tend to pick Pokemon that relate back to the tower they reside in. The sages in Bellsprout tower tend to have Bellsprouts, the sames outside the Tin Tower have Flareon, Vaporeon and Jolteon because of the beasts. So, the sages in the brass tower would probably have psychic types, flying types and of course normal types because normal Pokemon are every where.
Still, I think they were probably Pokemon that resided in a region north of Jhoto considering how far north the towers were not to meantion that Suicune is the reincarnation of the north winds.

Stats (Jolteon and Raikou both have the highest speed, Entei and Flareon are both offensive and Vaporeon and Suicune both have defensive qualities)

Overall, nice to think, but not really possible.

Not really sure on the fire type, but those high stats you mentioned are characteristic of those typings.
