What is it with characters creating these things? Like, what is the point? If you don't want something to fall into the wrong hands, just destroy it. Heck, why even bother creating said thing if you don't want it to fall into the wrong hands?

There are a few possible answers. Maybe the artifact wasn't intended to cause problems, but it was cursed or corrupted at some point, or there was a mistake when it was being created.
Sometimes they cannot be destroyed for whatever reason.

And of course there's always the possiblity of some sort of trickster spirit who thinks spreading chaos and misery is it's own reward: supernatural creatures aren't always quite like regular people and their motives may feel very strange to a human or human-like being.

The One Ring is, of course, a famous artifact of doom where everything makes sense; it's safe for it's true owner and creator, Sauron, to use, but dangerous for anyone else to because it wants to return to it's master and will ultimately betray anyone else (but tricks people into thinking it won't).
Edit: Actually I need clarification; do you mean powerful and evil artifacts or specifically ones that end the world?
 
True. A lot of times, the evil artifact is created by an evil person. Yeah, there are also times when the evil object starts off good, then gets corrupted.
