The "watery area" is simply an event (animation) that occurs each 15 minutes as long as you have meet the criteria, like the event in which the different Unown interact with eachother to make the shape of a keyboard (you need to deposit every form to accomplish this).

By the way, the Glacidea Flower in Everyone's Pokémon Ranch: Platinum Edition (the Japanese name of the updated My Pokémon Ranch) appears as a toy; Shaymin needs to smell it to transform into its Sky Forme.
