One day, I was doing a suprise trade and this happened. Also, I wonder if Lv. 1 fully evolved Pokémon are even legal?

That means it was transferred from a prior generation, if it has a Pentagon origin mark, Omega Ruby or Alpha Sapphire. If there's no mark, then Gen 3, Ruby, Sapphire, or Emerald.
