How Power Anklet works with breeding is that passes down the Speed IV of the parent that is holding it. If this particular Jolteon was holding it then its offspring would have a Speed IV of 18. In normal circumstances of breeding the offspring would inherit 3 random stats from either parent and the rest are random. If you use a Power item (like Anklet) then that IV is passed down as well as two random stats from either parent and the rest are random.
Something important to note is that there is no way to modify IVs of a Pokemon once you have acquired it (even in egg form). A Power item merely increases the amount of Effort Values you receive from battles, though each stat can only receive a maximum of 252 EVs and an individual Pokemon can only receive a total of 510 EVs.
If indeed you just focused on raising Sp. Attack/Speed then the IVs for those stats would be 8 and 18, respectively. Depends on how picky you want to be with those stats, but the Special Attack is on the low side and the Speed is just a bit above average.i did chart stats for spd and special atk for a while if that helps? i stopped at 68 because i had to work n my brother was leveling it on me XD i also had a Spd Power ankle on it the whole time from lvl 1-100 XD
i maxed Spd/special atk at lvl 1 so stats are 7special and 8 spd at lvl 1

basicaly was wondering if i make 1 more jolteon raised like this and breed them together with anklet on should i hopefuly get better outcome of children then? kind of want to make a scary jolteon xD
