Do remember that gen 2 was supposed to be the last set of Pokémon games. That's why the new Pokémon from Hoenn onward are treated as always having been there, instead of being newly discovered creatures.

Since Pokémon can attack the player, blacking out makes more sense here than in past games. I would hate to get hit by Garchomp.
