as someone who did explore every pixel of the game, the substantial level lead doesn't last forever. there simply isn't enough EXP to keep you vastly ahead once you hit the higher levels. the EXP really drops off in the later parts of the campaign.

i feel then that they would've wanted to promote Pokemon as a core title from the get-go then, but that doesn't seem to be the case since Switch launches in 2017 which would be in the early days of Gen 7.

TPC is made up of one third Game Freak, one third Creatures Inc., and one third Nintendo. it's their brand management company so what they say in regards to the video games is about as good as what Game Freak says.
