Kanto - Bulbasaur and Squirtle more popular than their evolved forms, remained so. Charizard most popular fully evolved starter.
Johto: Bayleef most popular form of its line, Cyndaquil and Totodile remained so.
Hoenn: Mudkip most popular form of its line. Sceptile and Blaziken only happened during the Battle Frontier. Most popular forms of their line. Marshtomp also happened during Battle Frontier.
Sinnoh: I don't think Chimchar was initally planned for Ash, hence Torterra going fully. But because of Infernapes popularity, i think it went to Ash anyways.
Unova: The oddity of them all, however, Oshawott most popular mon of its line.
Kalos: Greninja most popular Kalos mon. Chespin most popular of its line. Fennekin line wasn't popular at the time, so the line could have gone either way.
Alola: Rowlet remained so because of popularity. Incineroar and Primarina proved to be more popular as the rest of their lines and as such, evolved very late.
Galar: If we go by popularity, Grookey ain't gonna evolve, while Sobble goes all the way, since Inteleon is the most popular mon in Galar and Cinderace is the most popular of its line.

The only starters that might have been planned from the beginning to evolve are Torterra, Greninja, Cinderace and Inteleon.

Goh on the other hand, somehow didn't know about Drizzile despite doing research on all Pokémon?

Goh. You're trying to catch every Pokémon aren't you? How can you do that when you don't even know basic stuff like the Evolutionary Line to one of your own Pokémon?!

Tbh It never mentions that Goh doesn't know Drizzile. And even if Sobble doesn't know he's a starter he is really smol compared to Inteleon.
