In response to your question, all those Pokemon are currently unavailable, as they are all event Pokemon. The one exception is Manaphy, if you can find a new copy of the first Pokemon Ranger game, you can beat the game and get an egg which you can transfer to Diamond or Pearl. However, it can only be done once per game pak, so it has to be a new game. And it's an older title, so it might be harder to find it. I've heard you can get Deoxsys in the third Ranger game, but not sure how that works. Hope this helps and welcome to the forums!
