I'm not very sure too. It should be a software or device known as the random number generator or something that allows you to generate the random number used for determine the IV or shiny and others I don't really know. The harder the criteria, the more complicated the maths it will involve. So i heard many people actually takes very long time to obtain something hard with it.

That is what i think rng is but maybe i'm wrong for some facts about it.

Nope, sorry that it wasn't a shiny absol. I knew something is strange when I received the steelix because i was once a client of siburke's. Thinking why didn't you just ask a shiny absol from him lol.

About perfect Iv's, egg moves, and shiny, it is possible but it requires RNG with time. or you might need extremely good luck otherwise. I don't have RNG so i not sure how fast you can get it with a RNG.
