Maybe but the point was still about how just because a Pokémon is barely used doesn’t mean the writers won’t evolve it and it’s pretty much the biggest example for that for a Pokémon that wasn’t just a background fixture.

Becsuse it wanted to beat up Aerodactyl. Yeah level up evolution in anime is less on actual training/experience and more on storytelling.
