I mean it as recurring characters that were once companions, since it will be a max of 3 for each region. Although I might be wrong.
The first cap is some sort of pattern symbol for an official League expo cap. But the other five caps all bear Pokeball symbols. The new one looks more like a C...
New characters would be if the entire thing becomes a retelling reboot. Which means Ash would not be champion of Alola. Ash's new cap bears a C which could apply to him being Champion.
These characters would appear in the region they visit, including Max.
Notice Lugia, Unova and Alola, if you look closely you see Ash and the trainer together, touring the world. If he is male (according to a recent tweet)

She's a Tomboy. You can tell she's female with the eyelashes. That is a good giveaway. I doubt that this new character is male. They wouldn't do that for the female audiences. Somehow imagining her being a Zoey type of companion for Ash starting her journey with Scorbunny.
The West: Blue (Boy/Gary), Green (Girl)
Japan: Green (Boy/Gary), Blue (Girl)
Yeah, I don't understand that as well...

also, if you look into the description, there is discussions about the SwSh players.
Somehow I could see Ash with Gloria and Milo for Sword and Shield's anime, since Allister is too shy and Bea as not the type to go with Ash.

Here's how the Female Player Companion works...
1: Since Advance, they usually appear in games that are the first for the newest consoles of the time. (Ruby and Sapphire for the GBA, Diamond and Pearl for DS, X and Y for 3DS)
2: The Player, whatever gender usually is a supporting/rival...
