Go the the "friends" section of their profile, go to the bottom of it, then click "befriend *insert username here*"
 
Some users may make it so only their friends and/or contacts can see their friends section. In that case, click "User Lists", which is right below their username and usertitle, and select "Add to Friends List"
 
You can also go into your User Control Panel, click Contacts & Friends, and then add the user in at the bottom of the page.
