A beta Pokémon sprite into Pokémon G/S/C beta Casino?

So obviously that Pokémon was not discarded before the beta and then existed only in Pocket Monster Alpha 2, but also existed in Pokemon GSC beta.

There is not much to say since we've known of this Pokémon for quite some time and unfortunately this sprite doesn't shed much light on it. However, it does make me quite curious if there are obscure beta elements that are associated with other scrapped Pokémon.
 
The sprite looks more like a clefairy to me.

Im not agree, the head of this sprite is longer and has different ears and eyes, and has a shape more like an egg, is more like the Pokémon never released not Clefairy.
 
It looks sort of like a baby Hitmontop to me. Its possible it couldve been an early design of Hitmontop, but Hitmotop's design looks a fair bit different than this. The Pokemon in the picture is smaller and sort of cutesy so I wonder if it was supposed to be another baby Pokemon becuse it strikes me as being very much like a pre evo for Hitmontop.
 
I'll have to agree with Glow on this one. It just looks like the overworld sprite for Clefairy and Clefairy-like Pokémon from R/B/Y. The fact that there are only two visible feet lead me to believe this as well. So if anything, it probably wasn't intended to represent a single Pokémon, but a group of different Pokémon with similar physical traits.

Speaking of Clefairy, I'll disagree to the notion that the prototype version is a pre-evolution of Hitmontop. I actually think that the prototype was perhaps intended to be a split-evolution of Clefairy--perhaps using a different sort of evolutionary stone to level it up, or by evolving to a different Pokémon by having different EV's--but then later decided to make the Pokémon a part of the Tyrogue/Hitmon family instead and redesigned it accordingly.

It's unlikely to be a pre-evo of Hitmontop during the development stage, I think you are right in saying that it was potentially intended as a split-evo for Clefairy. Maybe they chose not to go down this route because they thought the Pokemon wasn't a good design to implement or maybe Hitmontop and Betatop are two different Pokemon based on the same idea, the public only saw one design, an unsuccessful design.
