I have 6 different books (2 D/P [Nintendo & Prima], 1 Emerald [Prima], 1 R/S [Prima], 1 Crystal [Versus], and 1 G/S [Nintendo]) that say that Electricity has normal effectiveness toward Steel. Also, Serebii says the same thing (note that the attacking type is on top instead of the defending type, which is down the side). So the possibilities are that a lot of the Steel-types you fight are also paired with Electricity-resistant types, or that Serebii and all those books are wrong.

I could be wrong, but Skarmory, which is a steel/flying type, takes normal damage from Electric-type attacks, but I digress.

To corphish I use Cacturne
 
Against Cacturne, I use Skorupi.
