I am assuming since this is a new Round the 12 hours thing doesn't apply. Also, this is going to be tough...

The 12 hours per vote rule still applies in this round. Why did you think it didn't?

I'm assuming he meant that he did not need to wait another 12 hours to vote because a new round had started, not that he believed the 12-hour rule was disregarded completely. Am I correct? And just to clarify, do players still need to wait 12 hours to vote if the previous round has ended and a new one has started?

The 12 hours per vote rule begins again at the start of each round so if the previous round has ended and the new round has started in less than 12 hours after your most recent vote in the previous round you can still make a new vote in the new round because it doesn't affect the scores in the previous round.
