It varies between species for me, with some of the simpler species and base forms being at lv.2 (Onix, Ursaring), going up to lv.4 for certain more complex/mentally-dependent species (Noctowl, Gallade). A few legendaries (Mewtwo, Latios) go up to lv.5.
 
Depends on the pokemon for me. Most of them are 3 or 4, while some may go to 5, and a few are 1 or 2. An exanmple:

Weedle-2
Growlither-3
Alakazam-5
 
Human-level intelligence, personally. It's simply more fun that way for me. I couldn't care less about potraying them in any semblance of a realistic manner because making Pokemon laugh, talk, argue, and make corny jokes just lends a wonderful fantastical aspect to the story. Better than the miserable real world, for sure! :D
