You need to make a Quicktopic account to start a thread. To post, you don't need a separate account if you know the link to the Quicktopic thread.

How do I get into or start a QuickTopic (And/or get the link)?

You can start your on QTs on Quicktopic.com after you create a new topic you can send the link to other players if you want. The mafia usually have a QT which is given by the host. You can also get into a QT if you receive the link from an alliance etc.etc.
