Yeah, the announcements are automatically posted in every forum. That's just how the system works.
As for the strange emptiness of the Hall of Shame...well, we weren't intending to clear it out, but it kind of happened, and there's nothing we can do about it now. The threads got permanently deleted, not just soft deleted and hidden from the view of regular members.
