This reminds so much of the reasons we can't see the father in Mother and EarthBound and why the father in Ponyo is away. Judging by the post-credits scene in ORAS, I feel that Norman is also an absent father, since he only thinks about the Gym.We had a similar discussion on Smogon, and it might be a reference to parenting in Japan. In Japan, it is traditional for fathers to work very long hours- to the point that they barely spend anytime with their children. In my English class, we watched a documentary called Happy, in which a Japanese Father worked so much to the point that his kids didn't recognize him when he came home. In time, he had a stroke at work and passed away. Naturally, GF, being primarily Japanese, probably went under similar parenting, though probably not as extreme. I don't think its necessarily a good idea for the fathers to be missing, since I've learned at school that fathers are just as important for children as mothers are.
