Why are some usernames crossed out?

You can sign in under a banned account, but you can't post/send PMs/send VMs/etc. So you can be active.

There are ways to view the forum though, just not able to report posts or do anything posting wise.

How? When I was banned at SerebiiForums, I couldn't find any way to view threads and whatnot while I was still logged in.

A line through their name means that they've been banned. The reason they are on the online users list is because that means that they logged on under that account. Yes, they have no access to the forums, but they are put on to the online users list because they are... online.

Yes, suspended users are called banned users. Users banned permanently are called "perma-banned".
