Contracts can be changed. It would be odd if they did, though. TPCI would have to lose faith that CN is worth the effort. Be that as it may, I think the contract goes for 52 eps. They'd have to wait for the current season to end, which won't be for while.
It sounds to me like your issue is with CN itself. I know that it hasn't done much for it's image, but right now, it's all we have if we wanna see pokemon. I don't think you're qualified to make the decision to move a show to another channel. Not even I know the process behind that. (the above was an assumption, I have no real proof of it) As long as TPCI thinks Pokemon does well on CN, we can't say anything about it. If you want to question them, I suggest you tell THEM that, and not us.
