I believe the way it's generally handled is that Serebii is considered to BE a source in America who gets his sources privately in Japan. Most major news networks have sources too but don't post them because they are generally right an get their information from places the average joe could not. This is to say that, in general, people are more likely to say "the source was Serebii" than "I got it from ____, Serebii's source".
Don't get me wrong, I'd like to see sources too- I'm just saying I think that's why he does it. Serebii as a whole is meant to be a news website and news sites decide when and where they give sources and when they don't. Even if something was announced before on a Japanese site, if Serebii brings it over Serebii is now the English source.
Again, I too would LIKE to see sources, but it's not that far from the mainstream to avoid leaking them.
