For the Smash competitive scene.. they are just more lazy than Smogon is, and there are instances where players judge a Match-up just by one set, or match.. competitive smash players don't like change. Custom moves are probably the best example of this since there was a very bad "reasoning" on why they shouldn't be allowed. That being.. "They aren't in the manual" -_-
