Assuming 3 Mafia + 1 Independent, that's 4/13 (30.7%) odds of each person rolling non-town.

Statistically the odds of 4 inactives being town is [1-(4/13)]^4, so (22.9%). So 77.1% chance of at least one of them being mafia or indept.
