So that he could match with the other Kanto E4, since they all got an Alolan form added to their teams in LGPE that matched their specialty type. However, there weren't any Alolan forms that got the Fighting-type, so the devs had to get a bit creative with Bruno, and since he did already use an Onix they probably figured that by proxy Alolan Golem was the most fitting choice.
