It's the majority.

in most games, including this one, no. it's just whoever has the most. regulations regarding ties differ from game to game though.

And in the case of no lynching, do people not voting count for that?

i suppose so in the sense that in most games if nobody voted then there would not be a lynch at EoD.

Wait, I got confused.

If you don't vote, it doesn't normally count for anything, at least in the games I've played.

So if someone has one vote, and nobody else voted, then the person who got voted will be eliminated.
